Ever since the League of Villains emerged following Stain's demise, Japanese pro heroes have struggled to keep their students and citizens safe. The threat level resulted in striking a deal with the United States government, who created the first artificially manufactured quirk user.  Pro hero Stand Still is the only time based quirk user in existence. Following her arrival, she realizes the state of duress Japan is in with the League of Villains.
