      How did this happen? What changed in their mindsets? Brainwashing? No... What changed was hero society. One mishap after another. What changed was that faith was lost.
     Nezu, U.A.'s chimera principal, is replaced by someone on the Hero Commission and implements new policies. *Worse* policies...

This is a Quirked!Deku story, only because OFA would not allow Midoriya to even THINK about murdering someone, much less be a villain.
