Water was always known as calming and relaxing. It is a very common quirk in Japan just a matter of how it is used and exploited. There are plenty of pros who use their water quirk as a resource for power and rescue. It was just a matter of who could come out on top. Mizu Suido, known as the most peaceful and calm little girl to exist conjured up a water quirk. It suited her the best although her family's sides were full of water quirks.
