Kazuha's Connections with Dottore(the doctor as he killed his great grandfather) Notes to Pierro that he might be out for revenge, and that they can use him. As such they toy and saw his out coming inevitable and wanted to have that kind of power on their side. Even though this Au takes place after tomos death (which the crux didn't find him and he never met the traveler) We already know that Tsaritsa and the Fatui are working towards the goal of freeing humanity from the control of the Gods in Celestia. Thus, Snezhnaya and the Fatui as an organisation presents us with the moral quandary of what our bottom line is in the struggle against oppression.
