Terror-stricken and helpless, Gotham City is a modern-day, suburban super city that is infested with criminals, drugs and filth. On the verge of bankruptcy, and with very few residents that continue to stay in the city, Gotham seems to be at a low point. Emerging from the shadows is a vigilante, one dressed like a bat. Gotham is now higher in crime and drug consumption than before the time of Batman.
