Uther would always set up Arthur with princesses but every single time, Arthur would make up excuses to why he doesn't want to be with them. 

Uther then decides that he will set him up with a prince to see if he will still make excuses. Arthur was still mad when his father told him this but when he met the prince, Merlin, he said that he will give it a go.

Merlin also didn't know how he felt about this considering that Camelot didn't accept magic in their kingdom. Uther was desperate to get Arthur either a prince or princess to rule with him when he dies. So, he lifts the ban on magic since he knows that Merlin isn't evil and that his kingdom is extremely strong.
