Wanting to give his little a brother a life beyond his own mistakes, but still hoping he will grant him his wish of death, Zeref does not leave his little brother with nothing but amnesia and a name with which Igneel will bestow upon him. He decides to give Natsu a portion of his former power, and the option to regain it when the time comes. Knowing this, Igneel himself hopes to strengthen his newly adopted son through his own means, hoping he will be satisfied with the power he already has and can cultivate, instead of pursuing his true demonic heritage.
