Project: Time Lord

When Torchwood was created, their main objective was to discover more about who the Doctor was. With his constant regenerating it was hard for them to pinpoint exactly who he was and where he would turn up, that is until Christmas Day and a hand falls from the sky. Torchwood, now having viable Time Lord DNA uses it to not only figure out who the Doctor is but also create another. When Torchwood originally falls, Jack Harkness decides it's time for a change and takes Akira under his wing as his daughter, ensuring that Akira never finds out the truth about who she truly is he deletes all the documentation. But what happens when a familiar blue box returns, will Jack be able to carry on the lie or will he lose Akira to the stars as well?
