The Majestic, Averages, and Commoners all made up the magic city of Majikarudisutansu, or Magical Distance, since you could see and hear it from far away. The Dainasuti paresu, or the Dynasty Palace, which is where Hikari and her family live. The family has magical powers, and their mom named them off what goddess they are. Hikari's twin sister, Kurayami, her mom, Tsuki, and her little brother, Airashī. The family is the Majestic, which live in the Dainasuti paresu. 

The Majestic get whatever they want. They have rules, set by the Higher-ups.
