Shadow's Dominance [ON HOLD]

This is my first time so it might be boring or incorrect.

year 2129 a asteroid passed near the earth causing a shower of it's particals by which people over whole world faced a great disaster and catastrophe
large amount of population were died, they lost many resources, technologies and many more things but those were not the real problem for them the real problem was after effects of shower which caused animals to evolve into monsters because of which survival of humans were in danger. people started to call it astro-catastrophe.

after 6 months of astro-catastrophe first time a person has used superpower one by one more people started to emerge who can use superpowers
they stabilize the world by creating a group HU or Heroes Union they together maintain peace and suppresses monsters from rampage ing. First leader of HU created a ranking system to maintain the internal stability of HU in future. But world's stability again started to shake because of some superhumans who wanted to rule over whole world by themselves many organisations formed who opposes the HU's authorities.

year 2234 in a tall building's rooftop a boy was standing with the dream of world domination. who was leader of one of top enemy of HU... ?????
"will he be able to domination the world? or will he give up ? more than that can he be able to keep opposing HU with his group? or will be suppressed by other organisations?"
