As a result of a quirk marriage to the number one female hero Mistress of Light (Hanako Fukimo) and an unknown male figure. Twins, a boy(Y/N) and a girl(Kokei), were born with the intent to become powerful heroes and surpass All Might. Most of the Fukimo family loved the twins with the idea they would bring honor to the family name. 
The twins grew to enjoy each other presence and had a dream to become the best duo in the the world. However, when the time came for quirks to develop, Kokei managed to get the exact same quick as her mother. Y/N however did not develop any quirk and this would soon lead to his fall to isolation. Kokei became the favorite and was loved by Hanako, while Y/N was shunned and abused by his whole family, he was never revealed to the public. 
Hanako later decided to leave Y/N at age 10 in a forest far from the city and hoped he would die and never return. Driven by rage from both his family and the treatment towards someone quirkless, he swore to become a hero that would be a symbol for those who were quirkless. He would be a symbol of Hope.

Ryujiki is Hitoshi's twin brother. He has protected Hitoshi from bullies for years, always getting injured and beaten up in the process. His quirk is silence, and he uses it to keep Hitoshi from voicing his concern. Really, he just wants his brother to be happy. However, after a particularly bad beating which sends Ryujiki to a hospital, the boy get's kidnapped. As Hitoshi's mental state declines from the lack of a brother, Ryujiki fights for his life every day in the clutches of the villains. Hitoshi realizes that he always relied on his brother too much, and as he failed to protect his brother when Ryujiki begged for help for the first time in their lives, he considers himself as useless. Ryujiki on the other hand completely disregards the separation of heroes and villains, and now considers the world to be split in other categories. 'Those who mess with other peoples' lives' and 'Those who don't'. Heroes, villains, civilians... having a quirk doesn't brand them into a specific category. They can choose to use their quirk to help or hurt others, but they can also choose to use their quirk only for themself. Or to not use it at all! Why change other peoples' lives unprovoked? If they ask for help, they ask for a positive change to be made. If they don't, why bother messing with them, whether for good or evil?
