Set years after the events of the Raccoon City incident, Jill Valentine now retired from the BSAA and private contracting settles down in a new place she looks to call home by the name of "City One." A place where the the burning passion of the "American Dream" still lives on, funded mainly on the research of pharmaceutical juggernaut "Genesis" the town does not quite live up to what is advertised on TV.  

With the trauma of her younger years not fully explored Jill takes on the role of a local private investigator, following her journey through yet another corrupt city she finds herself with a young sidekick by the name of Brenda.  The pair must work together to unveil the secrets of Genesis and what their intentions are with this "New Haven" that has been marketed to the world.
