Rasa the Fourth Kazekage was a despicable and worthless person despite being a Kage, he made a lot of mistakes and only made the situation of his village worse.
But what would happen if someone else lived his life? What would happen if a modern person with future knowledge and great ideas to use his abilities took his body? How would this change affect Naruto's world? He might be able to change history?
A person from earth dies in his first life and transmigrates into the body of a young Rasa getting a second chance to live.
In his second life he ended up in a world where people dominate several elements by using the chakra and some people even have special eyes.
Oh and then there are the so-called Gods.
