Hayley is Cleo, Emma is a doppleganer because it makes more sense than Rebekah playing the role of fellow mermaid.

Charlotte promises that she has turned over a new leaf and is simply visiting the town before going off to college in the fall. But of course, Charlotte actually wants revenge, at any cost. Having been researching Mako Island in the year she's been gone, she is determined to regain her mermaid powers. When she discovers the moon pool is damaged (see season 3 finale), Charlotte makes an alliance with an old foe of the mermaids to regain her tail and defeat them.
