Hayley is Cleo, Emma is a doppleganer because it makes more sense than Rebekah playing the role of fellow mermaid.

After having left out of shame from her defeat, Cleo thought she would be free from Charlotte for good. Charlotte promises that she has turned over a new leaf and is simply visiting the town before going off to college in the fall. But of course, Charlotte actually wants revenge, at any cost. Having been researching Mako Island in the year she's been gone, she is determined to regain her mermaid powers. When she discovers the moon pool is damaged (see season 3 finale), Charlotte makes an alliance with an old foe of the mermaids to regain her tail and defeat them. Okay, so this is a self insert one-shot, friendship...thing, whoop. Additionally, I know you guys have biases for the girls so I created four different one shots where you're brought into the friend group by either Rikki, Cleo, Emma, or Bella; your pick and the stories will continue from there along with different backstories for each self-insert scenario.
