The earth is unliveable due to nuclear bombs. The people who survived live on a huge space station called the arc. The arc is now dying. They are running out of air. The council agrees to send the 100 teenaged prisoners to the ground to see if it is liveable. Is earth safe? Will the arc die before anyone can find out? Did anyone survive the nuclear apocalypse?
