Short story where a Mermaid was a woman thrown off a ship when the sailors got afraid, because having a woman on the boat is bad luck, and as she sinks to the bottom with her legs tied together, she changes slowly, until she can breath, until she can use her tied up legs to swim, and she drowns sailors in revenge, luring them in by singing in her husky voice still stinging from the salt water she breathed.
