Yes. This is a TMNT x OC book.

Morwen, to be clear, is an elf.

She doesn't live where humans live. Well, not yet, at least.

Morwen lived in a Domain full of Mythological Creatures that roamed its lands.

Whenever a human would make up a creature, it will come to life. But, its popularity among the mortals will decide whether they should live a long life or not.

She, too, was a mythological creature and due to the fact that elves have started to exist centuries ago, they strived for many years.

Now, Morwen was a problem child. But not exactly. She only became problematic once she realized her parents left her for someone else to take care of her.

Her parents abandoned her on the steps of an orphanage. But to the orphanage's demise, she was an element bearer.

She left that place as a 5 year old.. and arsonist. She left that place burnt to the ground. Of course, helping some of the nice kids to escape as well.

Now that she's turned 16, her life was a little bit better. She found a small cottage to herself, she found a dragon egg and helped it hatch, and she was pretty well known in town. Until. There's always a conflict.

See, their society wouldn't make it that far if it wasn't for their higher ups. They are called "The Council". They're a board of judges who make laws and decide whether you should be punished or not.

Well, they recently voted out the old ones. And the new ones are horrible at leading. They punish unfairly and take bribes often.

Someone reported Morwen to The Council and she ended up being framed and punished.

Now she was banished to another realm, what the elves call "The Underworld"

What's this Underworld they're talking about?

Earth.
