Montana Thornton is a high school student living in the Outer Banks of North Carolina. She is the twin sister of Topper, a popular Kook who often clashes with the POGUES, a group of working-class friends who love to surf and solve mysteries.

Montana's best friend is Sarah Cameron, the daughter of wealthy businessman Ward Cameron. Despite her privileged upbringing, Sarah is drawn to the POGUES and becomes embroiled in their dangerous search for treasure.
