The Advisor had been on Earth for decades after falling through a time rift during the War. The incident caused them to regenerate and left them stranded on the Original Earth in late 1930s New York. As they wait for their timeline to match up with their husband, The Doctor, they decide to bide their time checking up on their husband's companions that he spoke so fondly about. During one of their visits to Sarah Jane, they have a feeling of anticipation and foreboding. The Doctor and The Advisor's timelines had finally synced up.
