As everyone was staying away from him because They thought it would be a good idea but no it just made him feel unwelcome so he was told he has to stay with mei because She didn't care if he has no arms 

After a month all might took away his quirk as he couldn't use it anymore and calling him a failure to the yagi name as his own family member don't help him as everyone started to bully him again
