A couple that seems normal at first sight but when looked into deeper, their Not what they seem.
the hero lives an anonymous second "public" life as the hero of the city, fighting off bad guys and what not. but always failing and ending in tie with one.
One and only One, the one he can't defeat, the one that in time, breaks his everything, that ruins, everything.
both hero and villain not knowing each other's identity fight and struggle to gain victory .
but it's Always interrupted.
by eaither the cops, fainting or just putting to much strain and stress on themselves.
they have the most spiteful relationship, the villain doing things he Knows will anger the hero, and the hero hiding his anger just to tick off the villain, but the villain knows he gets to him sometimes, that's why he doesn't stop doing these things. out of pure spite...

and the unmasking of both hero and villain... mentally tear them up...

the hero having wavey dark black curls,
having nice ocean blue eyes with a hint of grassy green,

He has beautiful dark brown hair that slightly parts at the side, it's somewhat messy, (some compare him to Harry Potter, some, just tell him to brush his hair)

The only problem is that the heroes disagree with her so-called 'lifestyle' and start a special task force in her name called D. O. A. Best known as the operation Dead. Or. Alive. The person specifically tasked to bring her in is none other than the great hero, Phoenix. He is best known for his smarts, good looks, and being a virtuous savior. But among people like Tempest, he is known as another overpowered, overrated hero no one can escape. Not even those blessed with super speed or teleportation can escape him. So, it should be effortless for him to catch her since she has no superhuman abilities. Except it's not. Tempest has a deadly virus no scientist, no government, no god can ever get rid of. So, when she finds out she is being hunted down by not only the hero society but the face of it, she turns to biological warfare. The few other people with the disease would never dare to do something like that, but Tempest would. If it guarantees her coming out on top, she will. After I suddenly died I possessed the body of what I thought was an extra within a novel. From then on my life was mostly calm, though not fulfilling. Until one day I discovered I wasn't just a background figure; instead I was an insignificant character who'd end up being the villainous Grand Duke's secretary, only to die shortly after being near him! But I had no choice, it was too late to change my fate, so I decided to live as obediently as possible under the orders of the sadist villain. But I still had a plan. Even before the female lead makes her appearance, I will try in every way to make the villain a little more normal, or at least ensure that the two do not meet, so that no one will face a harsh death, including me! And then, after the villain doesn't become obsessed with the female lead and becomes more normal, I will be able to resign and live peacefully. So I just cleared all the suspicions he might have about me in order to not incur his wrath and die like in the novel. * * * "I'll give you a choice." The corner of his lips raised crookedly. Though that smile did not reach his eyes at all. "One, don't resign and stay here forever..." His gaze was enough to unnerve me. "Two, let me kill those who dared to give you the idea of resigning...then don't go and stay here forever."
