The world is still recovering from half the population being dusted. 

In the six months since people returned, a group of radicals who feel life was better during the Blip, are trying to keep life as it was. 

When the shield given to one is given to another, three heroes take it upon themselves, with unlikely allies, to get the shield back by whatever means necessary.

He's also wrestling with the legacy of the shield, what the now elderly Steve Rogers stood for as Captain America. But there are more surprises coming their way... far more than they expected.
