In a universe where at age 13 you get assigned a level of powers, there are only 16 wildcards (can do whatever they please). These wildcards are identified with an initial of their soulmates on their wrists and are called the Stray Kids (SKZ). The only flaw with the SKZ is that in order for their powers to work they have to have come in contact with their soulmates. In order for their powers to fully develop all 16 members of SKZ must each meet their other half. The government fears that is they come together they will destroy society so they must NOT make themselves known as a wildcard. If they fail to find their soulmate in 15 years they will lose capability to have powers.
