Why'd you hate him? (SBI + OC vigilante AU)

Tommy, a kid believed to have no powers, wanting to be an intern for the hero's tower. While at the interview, he meets the SBI, consisting of The blade (#3 hero), Death angle (#2 hero), and ghost mind (#5 hero). They don't seem very fond of him and were about to regect him, until someone intervines.

Who might that be? Why did they stop them from regecting him? What happends next?

Death Angle- Badass wings, with the power of determaning someones death.(Like how it happends and when)
The Blade- Has the strength of 1000 men, super cool blade that was welded to perfection for him and him alone, voices (not really a benefit but still there) .
Ghost mind- Ghost(consisting of phasing through walls, can turn transparent, ghostly things (idk leave me alone)), and mind control.
Tommy(nickname revealed later)-powers(unknown)
