Heinous crimes were prevalent in the city as criminal syndicates operated from the underground while maintaining a solid control in the surface, the police department were bribed by the thousands in order for these syndicates to smoothly operate. These crimes include smuggling a variety of 'products' from drugs, exotic animals to literal minors.
The city citizens were forced to endure such depraved acts within their homes and thus, there were groups of vigilantes forming at their own accord. Small bands of armed citizens that formed in the hopes of undermining the crime syndicate that operate within their city and expel them by whatever means necessary. Of course, while most would take the more peaceful route by spying their operations and attempting to report it to the Federal Police. A specific group had taken upon themselves by doing a more drastic approach by means of gunning down members or supporters.
A certain member had taken upon himself to take out a convoy by his own that was reported to be carrying child prostitutes within the ages of 9 to 16. It was due to personal reasons that he did this solo mission.

This is the story of Jeremy Bentham. He is a young man who through loyalty, was propelled into a life of drug dealing and murder, never meant for him. Doors and windows are shut and locked securely before sundown and numerous deaths are reported on the news every week, robberies and beatings even higher. Countless years have been wasted trying to cleanse the streets of the city of the mafia and gangs, but to no avail. The people lost all hope for a better city when the Rome leader got onto the council, controlling the chairmen with an iron fist, having a say in every little thing that happened. But, despite Rome being the biggest mafia in the city, they could not even keep their own boss's son safe. Young Prince disappeared at the age of seven, shortly when his training had begun and reappeared half-dead a year later on his father's doorstep, a gag on his mouth and his hands and feet tied so tightly, blood dripped from the wounds. It was a warning to Boss Hejen, that despite them being the biggest mafia, they were not the strongest, their rival successfully kidnapped his son and returned him a year later all while leaving no traces. They could not find Prince in one year and the only way they got him back was because the Wolves had returned him.
