In their country, there are 14 districts and a Capitol. Every year the Capitol arranged a Hunger Games, but this year is the Quarter Quell, and there have been a change of rules for this years Games, only 1 tribute will be reaped from each of the 14 districts - a male, and one child from the Capitol too.All Rights Reserved

When the laws of the Hunger Games were laid out, they dictated that every twenty-five years the anniversary would be marked by a Quarter Quell.
