Levy, at least that's what her name is now, was reincarnated. Being a complete weeb in her past life she has seen hundreds of anime and read many manga. One Piece was her favorite, along with Fairy Tail too. After she was reincarnated she found her memories of One Piece to be hazy except that Luffy was the main character and he wanted to be King of the Pirates. As events happen her memories of One Piece  slowly come back. Just like the day she was born and saw her mother and older siblings. Life wasn't easy for the first 7 years of her existence in that world being surrounded by the only female emperor and her pirate crew. She was going to get out and join Luffy no matter what.
