Leira is the Village Protector of the Southern water tribe, but her actual task is the protection of the last southern waterbender, Katara. 
But Leira had kept a secret from her best friend, which almost was like a sister to her. 
Leira was a lightningbender. 
She grew up with the siblings since she was ten years old, so it was more than clear, that she'd join them on their adventure with the avatar.

Minor changes, I made:

-Both Zuko and Leira are 17 years old in this book.
-Mei is Azulas unidentical twin sister.

Avatar: the Last Airbender Fanfiction Zuko x OC Makki is the twin sister of Sokka and the older sister of Katara. She is one of the last Southern water benders, along with her sister. At the age of ten, she lost her mother in a Fire Nation raid, right at the South Pole; all she has left is her mother's necklace, which Katara wears around her neck. After that, her father left to fight in the Hundred Year War, along with all the other grown warriors, and Makki and her siblings were put under the care of their Gran Gran.
