After Harry destroys Voldemort the damage to the Wizarding world seems irreparable, about a third of the wizard's population was murdered by the Dark Lord creating a crisis within the Wizarding world. A law is implemented and created with the purpose to bring more wizards into the world, at first it was only applied to adults but this year that was about to change.
