Gotham has turned for the worse, the illusion of a better system is ruling over this city but the reality is this new code has achieved the complete opposite. 

The new Inforced law allowing the ability to execute anyone who terrorizes this city does not sit well with the Dark Knight, his morals won't t allow the hero of Gotham to comply with these new rules, as he constantly worries about an old friend.  

The dark knights' goal is to restore Gotham from its dark ways while protecting John, whose ways make him a clear target for this new code.
