In the weeks since the Kamino incident, the two students involved in the kidnapping were told to stick together and keep in contact at all times: text when they wake up, text when they go to sleep, provide general updates on life, ect.

Unfortunately for them, the most important rule of this 'buddy system' happened to also be the most annoying one:

One student is not permitted to leave their house without the other student. If a student breaks this rule, the 'buddy system' period will be extended.

It was to ensure their safety, but no one considered the chance of the two boys driving each other insane in the process.
