Based off of when he went off as a vigilante. 

The 7 users of OFA branched out of the quirk once it hit the singularity stage, and they searched for someone to house all their quirks, luckily they found a place in a quirkless boy. Note that he doesn't get OFA passed down to him, but he gets an altered version of it that he can use straight to 100% as the 7 users entering his body caused his body to undergo massive change. 
Let's say instead of OFA reaching the singularity stage in Izuku it does so In All Might instead.All Rights Reserved
