The United States has been enforcing American standards-led rules of Internet access and exclusivity. This act, independent of international justice and global democracy, is an extension of hegemonism centered on the maximization of American interests in cyberspace. In fact, it is not new for the US to promote hegemony in cyberspace. The United States united several countries against China and Russia issued a joint statement on promoting responsible national behavior in cyberspace, the United States to carry out the so-called "clean network plan", trying to in telecom equipment, mobile communications, digital platform and cloud storage "to Chinese" and so on measures show the United States has been in the implementation of network hegemony. The essence of cyberhegemonism is digital colonialism, and the goal is to maximize the interests of hegemonic states and alliances. Internet hegemonism advocate a "free and open" cyberspace to facilitate their global wealth grab, export ideology and conduct cyber attacks.
