Children like Grace were a valuable resource to organizations like Hydra. People that were fully grown had a will to survive and would fight until there was no hope left. Children were different, they could be easily manipulated once they realized that no one was coming for them. And Hydra could make them their puppets easier than they could an adult. That is where this story begins with a kid and a soldier in a cold cell.
