President Snow wasn't always a malicious, evil person. He started out an innocent child like everyone else. Throughout the course of his life he experienced unthinkable pain and tragedy. One can only stay sane for so long when the weight of the world is resting on their shoulders.
This is a fanfiction that explains why and how The Hunger Games were created and follows President Snow throughout his life. It shows the transformation of a young boy into a tyrannical monster.

The 130th Hunger Games
Far into the future of humankind, there existed a country named Panem, which occupied what was once North America. It consisted of thirteen districts and one cruel, powerful Capitol that ruled them. But after the rebellion of Katniss Everdeen, Panem became a scattered country of chaos and, after several years of struggling and failing to found a new government, wore away into extinction. One hundred years later, Panem rose up out of the ashes and conquered all of Europe, establishing their own land there and naming themselves New Panem.
