Baroque Works nunca fue creado, en cambio salva a Soul D. Demon un personaje con una gran ambición y sentido de la justicia. Smoker ha desertado de la marina por la corrupción de esta y ahora busca eliminar a las personas encargadas de provocar ese mal a las buenas personas y crear un Nuevo Gobierno Mundial donde todos sean iguales. Estos personajes serán encargados de enfrentarse a un Gobierno Mundial que hace lo que sea por eliminar el "mal".
