Not all Quirks are mindless, everyone knows that sentient Quirks exist, but they've probably never seen a Quirk like them before, they kind of want to keep it that way, not when their host wants to be a hero and they don't, they see no need to obey and follow the commands of their unknowing host, they just want to live they're own life.
They just want to help, no matter who needs it, if not deserves it and they sure as hell don't need a license to do it. Even if humans do label them a villain or a vigilante.
Human laws never applied to them anyway.

A Day With Too Many Izuku's
As well all know it, and to the pure misfortune of Aizawa, class A1's the class that everything happens to. More specifically, a certain green bunny is also always in the middle of those everythings. So it really shouldn't have been a surprise when our favourite character got hit by a quirk during his internship with Endeavour. A simple mistake really, a small fight, some mistakes being made, a bigger fight because of those mistakes, etc etc... but what happened in between those fights was one little quirk accident. After learning about the quirk they dismissed it as harmless and it wouldn't have any affect on people. But of course, this is Izuku we're talking about, something has to go wrong. So let's watch as some new types of Izuku's from different universities join Izuku and his class for a really strange get to know you. So hop along for the ride as Izuku's friends learn more about him in one day then what they did in almost a year. Every part of Izuku and his thoughts out in the air for everyone to see. Since the dawn of quirks, humans started losing their humanity. They valued quirks as if they are what determines where people stand in society and if you don't have a quirk you'd live a life full of torment, torture and just plain cruelty. A boy was born in a corrupted world and he was unfortunate enough to be born quirkless.
