Not all Quirks are mindless, everyone knows that sentient Quirks exist, but they've probably never seen a Quirk like them before, they kind of want to keep it that way, not when their host wants to be a hero and they don't, they see no need to obey and follow the commands of their unknowing host, they just want to live they're own life.
They just want to help, no matter who needs it, if not deserves it and they sure as hell don't need a license to do it. Even if humans do label them a villain or a vigilante.
Human laws never applied to them anyway.
