It comes as a disappointment when Stephanie 'Stef' Carter and her cousin Madison 'Maddie' Stewart, government spies, find out that there is no mission waiting for them.

Instead, the chief spy, Chief Robinson, assigns Stef and Maddie a "Spy Skills" course. Stef and Maddie are to learn how to pick locks, how to find hiding places, how to sneak around and eavesdrop without being seen, and so on.
