The Heroes Association and Vought feels the presence of the Justice League could be a threat to their reputation and bad for hero business. To deal with this problem, they send their own heroes to either kill these competitors or force them to work for them. 

The Justice League find their approach to these rivals both irritating and worrisome, if these "heroes" were to fight them, they would certainly endanger innocents. They won't go down easy or willingly.

Batman finds a cluster of old files belonging to the light. However as he decodes them he realizes that a few are targeting a young, powerful, individual. After trying to find the Light's target for years, he finally finds her, right under his nose at a small teenage birthday party and sends the Young Justice team to go undercover with a small portion of the League.
