When the MWPSB targets a mercenary, they get something they never came across before. A woman in her early twenties, coldhearted and grim. The only thing she craves is blood. Who wouldn't, after a gang murdered the only father you had in front of you? But they also have her in their sights for different purposes. Though Sibyl is no longer fully operational, Enforcers are still around. And after a year in hiding, the infamous Shinya Kogami has finally reappeared to help the Public Safety Bureau recruit this woman. But things don't go exactly as the man thought it would.
