And, for years the Jaha's have been sending prisoners to the ground. A treaty the council had formed to not succumb to the same fate as the inhabitants of Polaris.

Thelonious Jaha, first of his name, has become similar to that of a martyr. The Arkers worshipped him as if a saint.

(Alternate retelling of The 100 where they're aware of the survivability of the ground and are blackmailed into sending 100 prisoners to the ground every 5 years by Mount Weather with missile threats. Essentially, the 100 are just game sent to the ground for the 'savages' to hunt. Obviously it doesn't play out as planned this time around #clexa).
