Krauser and Leon have a long history, and that history ended in a final showdown on an abandoned fortress filled  to the brim explosives. Leon eventually injured Krauser and escaped just before the site erupted into flames. Leon had killed Krauser... or had he? This story takes place directly after Resident Evil 4, when leon investigates the remains of las plagas throughout the area his previous adventure took place to make sure that the hellish beings died with Saddler, only to discover a new leader has arisen... and an old friend  becomes a new enemy once more.
 Leon grappled with a cult group called 'Los Illuminados' because they not only kidnapped the presidents daughter but also attempted world control through a parasite known as 'las plagas' which turned anyone into a mindless minion of the leader, Lord Saddler. During Leon's agonizing adventure his past partner and friend, Krauser, had joined umbrella and was assigned to kill Leon. Krauser was defeated, and Leon moved on. Leon eventually killed Lord Saddler and returned the presidents daughter, Ashley Grahm, to her home. Now he was assigned to go back to the empty nightmarish land to make sure that las plagas is truly inactive. Turns out it wasn't empty at all...
