Keigo was fed up with how the Hero Public Safety Commission runs things. He's absolutely done. If they had just left him and Touya alone, Touya wouldn't be dead. If they had left him and Touya alone, maybe they would still have each other. And maybe, just maybe, Keigo could have confessed his love.
11 years after the accident, Keigo feels like he has gotten over Touya's death, but he really had not. How could he just live without his best friend?
This all changes when the HPSC sends Hawks on a mission to infiltrate the League. When he meets a certain burned villain...
