The year is 1999 in Gotham City, and Batman has served as its champion for three years now. During that time street crime has gone down and the mob has been severely weakened, but this has led to a new surge of threats. The Joker, Penguin, The Riddler, and many others have risen to take the place of the mob and Batman finds himself wondering if the city itself is fighting back against his attempts to make Gotham a better place. And as a new surge of threats rise including a serial killer who uses fear itself as a weapon, Batman finds himself needing to turn to new allies to help turn the tide.
