The unlicensed 26 years old mad scientist Steve Osborne was convicted of the crime of experimental action without the allowance of the government, and is not permitted to leave from the apartment he is living in. The citizens living in the building were to keep an eye on him 24/7, but the punishment that the government official gave him didn't seem to effect him at all.
Now the locals living along has become the victim of Steve's bizarre practical jokes...
