Midoriya Izuku never said a thing about Bakugo Katsuki's bullying. It was growing inside him, and eventually, it exploded. Bakugo's attitude towards Midoriya changed, for the worst and maybe for the best.

And when he found out Deku wasn't getting one, instead of helping him and being there for him, he bullied Deku. One of the main reasons why Katsuki bullied Deku was because he didn't want Deku to become a hero. Why? Because, being a hero could kill anyone without something to protect them, like a quirk. The other reason was because, Katsuki needed to hide the fact that he loved Deku. Why?
