This is set in a bustling city; the city is split into multiple districts.
And also, it's Outsiders SMP characters! (The characters all have powers, and are split into different sides; Heroes, villains, and vigilantes.)
(If you haven't watched the Outsiders SMP, I totally recommend it! The CC's are wonderful!)

No, so their identities are secret. So what if the hero and villain were best friends? What if they were roommates? What if they were falling for each other? And what happens when they find out? Now, I assume you know all of these questions will be answered in this book. But hold on. It's going to take a while. You're in for a bumpy ride.
