WHO IS HE?

Kobayashi Kohana lived in California all her life until she decided to go to Japan and join the police force. After five years, she moves back to California to join the force as a Corporal and she must prove to her the Superintendent she is capable of being the Captain and decided to apprehend the sleek thief; The Target. She gets help from her co-worker; Darren Carter who she feels likes her. Given only thirty days, Kohana must find The Target but her one question is 'who is he?' and why the can't Californian force seem to get him.
