After he saw a woman trying to escape to a man who's trying to rape her, Mr. Sebastian have witnessed all the crime during that day and he only have one evidence on his camera, after Mr. Sebastian saw a man in the dark he stunned when he saw his friend committing a crime to a girl during that day.
