Society as you know it has fallen. Men no longer rule , mostly wiped out due to biological warfare, the women could overpower them and they call the shots now, or more so Queen Kiera does. She took her opportunity to rebuild society her way, the way it should have always been, she says.
She controls the world communications, the power; keeping her walled city running while the rest of the world turns to wilderness.
The few remaining men were cast out into the wilderness, only the most elite of the male specimens have the luxury of staying in their prisons; awaiting their use for reproduction.
When their women reach reproduction age they are artificially inseminated. If you give birth to a girl, she will live in peace within the city until she reaches reproduction age. However if you give birth to a boy he will be imprisoned if he's lucky and used as a donor, if unlucky he will be discarded to the wilderness and left to die.

Star has come of age and has given birth to a baby boy, he came from a fantastic specimen apparently; not fantastic enough though because he's just been marked for discardment. Star can't live in this hell any longer, and she doesn't want her baby to die alone; so she stows away in the boat they send the babies out to the wilderness in; awaiting her death. What lies beyond the city's gates is far from what she could have imagined, the wilderness is not as wild as Queen Kiera tells them; and it's coming for her.
